Caravan sites, caravans, and park homes parks

Caravan sites, mobile home sites, and caravans that have paying guests must all meet their fire safety obligations. This will usually include carrying out a Fire Risk Assessment and appointing a Responsible Person.

Caravan and park home sites should also meet the Model Standards 2008 for Caravan Sites in England and be licensed with the local authority.

Different types of sites

Caravan sites

If you are an owner and/or responsible person for a caravan site where caravans are used as permanent residential units, you must carry out a Fire Risk Assessment and keep it updated. 

You should also be aware of the Model Standards 2008 for Caravan Sites in England.


Park/mobile home sites

Mobile home sites must have a licence which is issued by the local authority. The local authority  will liaise with the licence holder/ Responsible Person, who should carry out a fire risk assessment of the site.

If you own a caravan and have paying guests

If you have paying guests in your caravan(s), you must carry out a Fire Risk Assessment and keep it updated. 

You should also be aware of the Home Office Guidance on how to make your small paying-guest accommodation safe from fire. .

Fire Risk Assessments

Fire Risk Assessments identify potential fire hazards and what can be done to reduce the risk of harm. Licences granted for caravan and mobile/park home sites will require license holders to take fire safety into account and where appropriate carry out a fire risk assessment.
